Trai makes per second billing mandatory

New Delhi: The telecom regulator on Friday mandated all mobile phone companies to offer 'per second billing' option to their customers. The regulator said all operators must have at least one tariff plan that provides per second billing, while adding that telcos could offer up to 25 different tariff plans in total to their customers.


The regulator has also allowed telcos to charge up to four times the existing rates for premium services. Such services largely involve phone calls and text messages sent to participate in TV and radio programmes, especially reality shows.
"The authority does not intend to restrict the growth of services involving content nor to curb the revenue streams available for the service providers," Trai said.
It also added that telcos could change ISD tariffs for customers who are on life-time prepaid cards. All leading telcos said they already offer per-second billing options to their customers.
Trai, too, acknowledged this and said that 'scrutiny of tariff offers available in the market shows that almost all the service providers currently have per second billing options made available to subscribers for making local and STD calls.
