Trai proposes support to BSNL for running rural services

Telecom regulator Trai has proposed providing a financial support of Rs 2,750 crore to cash-strapped BSNL for two years to maintain rural wireline connections that were installed before April 1, 2002.
"It is proposed that support to BSNL may be continued for two years for sustenance of rural wireline connections installed before April 1, 2002," Trai said in a consultation paper on support for rural wireline connections installed before April 1, 2002.

After losing over 200 telephone exchanges/towers in Maoists' attacks in the past five years, the government is planning to install 2,200 mobile towers in nine Naxal-affected states to overcome 'connectivity' problems by the end of this year. Public sector Bharat Sanchar Nigam Limited (BSNL) will implement this plan in remote inaccessible areas in Red zones in consultation with states and central security forces.

Short calls from BSNL CDMA to get costlier from May 1

Come May 1, short-duration calls being made from the BSNL's CDMA to other CDMA connections of the same company will become a bit costlier. As per the existing call rates, the state-run telco charges 25 paise per minute. However, under the new scheme, the company will be charging one paisa per two minutes, which will result in 30 paise per minute, thus making call charges costlier by 5 paise per minute.

NEW DELHI: The government plans to introduce Secure Phone, which has special security feature for intra-governmental classified communications, from June, Parliament was informed on Wednesday.
"C-DOT has developed Secure Phone for intra governmental classified communications, which will provide end to end encryption for security of the communication. The phones are planned to be introduced from June 2012," Minister of State for Communications and IT Milind Deora informed Lok Sabha.

Sources have told TOI that executives of the public sector telecom operator have started advising customers to switch over to private operators for uninterrupted and better services.
"BSNL has been making tall claims about extending its broadband services to every part of the city without any problem but it has failed to attend to hundreds of complaints regarding poor connectivity," said a customer.

BSNL borrowed Rs 1,320 cr for capex in 2011-12

NEW DELHI: State-run BSNL borrowed Rs 1,320.47 crore from the market to meet capital expenditure during 2011-12, Minister of State for Communications and IT Milind Deora has said.

"BSNL has fully met its operational expenses through internal accruals during financial year 2011-12. However, for capex authorisations, market borrowings were partially resorted to, which stood at Rs 1,320.47 crore as on March 31, 2012," Deora said in a written reply to the Lok Sabha.

Spectrum auction: Trai base price is 10 times more than 2008 rate

NEW DELHI: Telecom regulator Trai on Monday set Rs 3,622.18 crore as base or minimum price for pan-India spectrum in the auction of radio waves which is to be held following the Supreme Court cancelling 122 licences. The minimum or base price set is around 10 times higher than the floor price at which the former telecom minister A Raja had allocated spectrum and telecom licences to companies like Unitech Wireless and Swan in 2008.

New Delhi: The telecom regulator on Friday mandated all mobile phone companies to offer 'per second billing' option to their customers. The regulator said all operators must have at least one tariff plan that provides per second billing, while adding that telcos could offer up to 25 different tariff plans in total to their customers.

BSNL Recovery Plan To Sue 25,000 Defaulters

According to a senior BSNL officer, 110 million has to be recovered from lease lines, out of which 60 million is due on private telecom players and 70 million from the customers who have used landline, WLL and cell phone services.

State-run BSNL launched its Internet Data Centres (BSNL IDC) in partnership with Dimension Data and is targetting revenues of Rs 100 crore in the first year.

Fire in BSNL Bhopal office disturb Landline, Mobile and Broadband services

BSNL Land-line, mobile and Broadband connectivity of the Bhopal subscribers disturbed after a major fire broke out in the BSNL city exchange in Royal Market area of the old city. A number of fire engines rushed to the spot. As many as sixteen fire personnel suffered injuries while trying to control the blaze and were rushed to a private hospital. The blaze started on top floor of the office early in the morning possibly due to short-circuit and soon assumed alarming proportions, they said."The incident affected the functioning of the telecommunication equipment which, in turn, impacted mobile and internet services in the city," BSNL spokesman Manish Shrivastava said.  When about a dozen fire tenders from the Bhopal Municipal Corporation (BMC) and BHEL area were not able to bring the fire under control, four fire tenders from the nearby army area were called, BSNL spokesman said. Cables and other gadgets worth crores of rupees were gutted.

TRAI recommends district-level telecom operators in new unified license

Overruling objections by big telecom operators, the Telecom Regulatory Authority of India (TRAI) has recommended allowing district-level operators.
Anyone, including local cable operators, will now be able to offer landline and mobile, Internet and other services after paying the Rs 10 lakh entry fee per district, if the recommendations are accepted by the Government.
In addition, there will also be a national-level license, saving operators the trouble of applying for a license in every state.
Taking a different approach to the wireless-is-everything thinking, the Indian telecom regulator TRAI also pushed for strong roll-out and incentives for fibre optic networks in the country.

BSNL To Lose Mini Navratna Status

State-owned BSNL is set to lose some of its financial and functional autonomy as the Centre plans to strip the public sector company of its special status as a 'mini navratna'.
This comes as the PSU has recorded a whopping loss of 6,384 crore for the year-ended March 2011, capping a series of dismal results in the last four years that saw the erstwhile monopoly being reduced to a bit player in the fast growing market.

DoT proposes new numbering plan

With CDMA mobile subscriptions growth slowing, the Department of Telecom is planning to allow GSM players to share the number series starting with 92 and 93.
At present, the 92 number series is used by Tata Teleservices and the 93 series is used by Reliance Communications for CDMA services.

BSNL offers 1% discount to people to clear dues

Telecom Lead India: State-run BSNL has offered a discount of 1 percent to its customers to clear dues. The service provider wants to restore over 50,000 landline connections that were earlier closed for nonpayment of bills.

These dues have piled up to Rs 7 crore in Pune district. The deadline for clearance has been fixed as March 31. However, BSNL also said if the people whose connections have been suspended fail to pay the bills by March 31, the company will issue them notices and even file court cases.

"We have recovered the instruments but the subscribers had to pay on their own which they have not done and the discount will help them clear the dues," said a BSNL official.

Ministry pulled up for payments to ITS officers without cabinet's nod

KOLKATA: The ministry of personnel, public grievances and pensions has hauled up the communications ministry for not seeking Cabinet approval before paying salaries to former BSNL andMTNL executives working in the telecom department. 

Last November, all senior executives of BSNL and MTNL belonging to the Indian Telecom Service (ITS) who wanted to return to the communications ministry were directed to join the telecom department's technical wing.

With this revision In tariff for all BIS plans, now BlackBerry users over BSNL’s network will have to pay a little more for the services, thanks to the the increase and implementation of the Service Tax from the earlier 10% to the new 12.36%.For prepaid users of BSNL’s BlackBerry services the change comes in with the MRP of the existing plans increasing by a few rupees.

Telecom Lead India: The proposed telecom PSU alliance under the aegis of telecom secretary R Chandrasekhar has the potential to avoid participation of foreign and private telecommunication vendors from bidding for BSNL and MTNL projects.
According to a report in Economic Times, the aim of the master alliance is to create a telecoms ecosystem at the PSU level, where C-DoT will handle product development, ITI will be systems integrator and handle production of telecom gear, which, in turn, will be bought by BSNL and MTNL. 

BSNL launches three tablets

The state owned BSNL on Friday launched three tablets which could give Aakash tablet a stiff completion. BSNL has introduced these tablets in partnership with a Noida based company Pantel.

T-Pad IS701R, priced at Rs. 3250, is the cheapest of the three.  It comes with Android 2.3, with 7 inch TFT resistive touch screen with 16:9, 800×600 screen resolution. Other specifications include IMAP210 1GHz CPU, DDR@ 256 MB RAM, and 2GB internal Flash memory that can be extended to 32 GB using an external card. This tablet supports Wi-Fi but no 3G. A rudimentary camera with 0.3MP camera is there, Li-on battery 3000mAh and one USB port.

BSNL brings new Closed User Group(CUG) plans!!!

BSNL, the largest state owned telecom operator of India, has introduced new Closed User Group calling plans for its subscribers in Tamil Nadu.
Now BSNL prepaid customers across Tamil Nadu can unlimited free calling within the group. The CUG tariff depends upon the group size. The minimum number of members required for forming a group has been fixed at Three. Also these new plans have been launched for both Per Minute & Per Second customers.

BSNL launches Rakshak for Central Paramilitary Groups

Bharat Sanchar Nigam Ltd (BSNL) has launched a New 2G Postpaid plan with Unlimited Free Incoming Roaming facility at a rent of Rs. 299 specially for Central Paramilitary Groups like CRPF, ITBP, BSF, BRO etc & named it as “Rakshak”. In this plan the activation charge will be free and subscribers can enjoy on net local and STD calls for 75 mins along with 100 Local and National SMS per month on both SIM Card. Further the call charges are flat for all calls whether local std or raoming calls. Calls between primary & secondary number upto 30mis/day would be charged at 20p only, after which regular apply. Also all sms will be charged at 49p flat.

NAGPUR: The District Consumer Forum has directed Bharat Sanchar Nigam Limited (BSNL) to pay Rs 12,000, Rs 10,000 as compensation and Rs 2000 as expenses, for deficiency in services and arbitrarily disconnecting services to a subscriber.
BSNL subscriber Pradeep Banubakode, a retired government servant who was using BSNL's Maharashtra-Goa unlimited plan for Rs 180 plus Rs 149 per month since 2007, had approached BSNL on December 22, 2009 for shifting of landline telephone connection to a new address. However, instead of shifting connection to a new address, BSNL disconnected the services arbitrarily but continued sending Banubakode the bills.

Uniform revenue share for telecom sector to be imposed over 2 years

NEW DELHI: Telecom minister Kapil Sibal's recent announcement of 8% uniform revenue share for the sector will be implemented in a phased manner over a two-year period, officials aware of the development told ET. Currently revenue share ranges from 0-10% based on a number of factors such as region and the type of service offered.
For instance, mobile phone companies share 10% of their annual sales with the government in metros and 'category A' regions such as Tamil Nadu and Gujarat. This will be reduced to 9% in the current fiscal and will subsequently be made 8% in 2013-14.

Trai against separate exit policy for non-functioning telcom companies

NEW DELHI Telecom Regulatory Authority of India (Trai) will recommend that the government need not create a separate exit policy for telcos who did not want to continue offering telecom services.
The entry fee paid by licensees will continue to be non-refundable and an advance notice of 60 days to surrender permits will remain applicable, the regulator said while issuing a response paper on Monday. The telecom sector regulator has sought comments from stakeholders by April 5.

Money spinners: postal department plans 1,000 ATMs in 6 states

The Department of Post (DoP) is on a technology upgrade drive. The department plans to set up 1,000 automated teller machines (ATMs) across six states —Assam, Uttar Pradesh, Rajasthan, Maharashtra, Karnataka and Tamil Nadu —  as part of its ongoing modernisation drive, said Manjula Parasher, secretary, posts.
“We will start execution of our modern technology programme across six circles by the end of this year,” said Parasher. “This will help in people getting core banking facility etc. We plan to have 1,000 ATMs in a phased manner. The process for this will start by the year-end.”

Economic Survey 2011-12: Telecom sector profit expected to fall by 84.7% in 2011-12

NEW DELHI: Reeling under the pressure of borrowings for 3G services, the profit of telecom sector is likely to dip by 84.7 per cent in 2011-12, Economic Survey today said.
"PAT (Profit After Tax) during 2011-12 is expected to fall by 84.7 per cent, mainly on account of the sharp rise in the industry's interest outgo and higher depreciation charges due to the heavy borrowings for acquiring 3G licences and rolling out 3G services," the survey said.
